If i remember right, then you need two gamepads to activate it ('keyboard and gamepad' combo isn't working, afaik). In Resident Evil Revelations 2 there is no online coop feature for main campaign, just a local splitscreen Steam Remote Play is basically a broadcasting of your gameplay
